BACKGROUND: The goal of the NETCENTS II initiative is to support missions that require innovative communications and information services and solutions for the right information, in the right format, to the right place, at the right time – efficient in peace…effective in war; ensuring success across the spectrum of operations (e.g., Iraq and Afghanistan, Global War On Terrorism, as well as support functions). Department of Defense (DoD) customers work in transit, static, and deployed locations throughout the world. Assets need to be combined with joint and interagency assets and capabilities from the land, sea, air, space, and cyberspace components, as well as Coalition and Allied capabilities, creating an interoperable force capability.
The NETCENTS 2 Services contract (i.e., NETCENTS follow-on contract) is designed to meet these challenges through the purposeful and dedicated use of innovative business practices and tools that establish teaming relationships between the Government and industry. The contract will provide Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS), Voice, Video and Data Communications Commercial-off-the-Shelf (COTS) products, system solutions and services to satisfy the Air Force and Department of Defense (DoD) requirements worldwide. This contract will support the Global Information Grid (GIG) architecture; Defense Information Infrastructure (DII), Air Force, and Defense Communications Systems info-structure for computer networks and telecommunications network mission area, help the Department of Defense (DoD) achieve information superiority through Joint Vision 2020 and support the Systems Engineering Process (SEP) as specified in the DoD 5000-series. This contract can support peacetime, deployed ruggedized environments, as well as wartime conditions.
This contract provides services and solutions for a full range of security domains (e.g., Unclassified through Top Secret/Collateral classifications, plus categories (e.g., special category (SPECAT)) and compartments (e.g., Special Compartmented Information (SCI).
The primary customers are the Air Force, Department of Defense, other Federal Government Agencies and Government contractors executing an approved active task order.
The NETCENTS II Services contract will provide a full range of cost efficient information technology services and solutions that will support the migration of network-centric systems and common standard data into an integrated and interoperable GIG. This contract will provide services and solutions that satisfy users' requirements for emerging technologies, evolving information assurance capabilities, high-speed and limited bandwidth, wired and wireless continuous system connectivity, and long haul information transport systems and infrastructures connectivity.
The global technical integrated solutions will be identified under multiple-award, Indefinite-Delivery/Indefinite-Quantity (ID/IQ) task order contracts that support the integration efforts of customers. The NETCENTS 2 Services contract provides economical, sustainable, and highly reliable net-centric information solutions to manage and leverage information services. This includes, but is not limited to, acquiring, fielding, and maintaining core capabilities for emerging technologies and evolving information assurance capabilities on a converged network infrastructure. The contract also provides initial capability, upgrade capability, system’s management, operations and maintenance support, logistics spares and inventory management support and sustainment for communications systems, telecommunications and information intensive data applications as well as all levels of information technology infrastructures. Depending on each program’s milestone and acquisition phase, the type of required services specified in the task order might be either Advisory and Assistance Services (A&AS) or non-A&AS. (Note: ESC organizations may be required to use ESC-based contracts for A&AS services.)
